Land Exchange - Another chance to object! - Urgent!!!

Nottingham County Council and Nottingham City Council have applied the Govt to purchase various peices of open space land for the tram route. This land includes, amongst other, part of Bramcote Lane Open Space and land adjacent to Eskdale Drive and Inham Road.

Part of the purchase process are that the general public are given chance to object to the purchase (and this could give rise to another public inquiry) and that also other land is given in exchange with sub-conditions that the exchange land is not less than in area and equally advantageous to persons using the original land.

Broxtowe Borough Council - Parks and Open Spaces Questionaire

Perhaps this is an opportunity to let Broxtowe Borough Council know how you feel about the effect that the tram will have on the Open Space between Cator Lane and Bramcote Lane, the walkway from Sandby Court to Eskdale Drive and the childrens play area and playing field at Eskdale Drive.

Public views sought on Workplace Parking Levy proposals - 17th July 2007

Nottingham City Council is to consult over its proposals to introduce a Workplace Parking Levy (WPL) to raise new funds for local transport improvements and reduce congestion.

Key Dates:

1) Public Examination starts in the week commencing 16th July 2007 for 12 weeks.
2) Views in writing by 31st August
3) There will be a five day ‘Public Examination’ of the WPL proposals, which will take place at the Britannia Hotel on St James Street between 1st – 5th October 2007.

Good news from yesterday's Full Council Meeting of Rushcliffe Borough Council. They passed the following motion - click here ...

Gordon Wheeler of ENT and a Rushcliffe Borough Councillor for Compton Acres Ward wrote the following email to Pat Armstrong (NET Project Leader)

"Dear Mr Armstrong

It gives me the greatest of pleasure to inform you that at a Full Council meeting this evening of Rushcliife Borough Council, the attached motion was passed with a thumping majority. The message is clear. We do not want the tram along the proposed CW route. Furthermore we want to preserve our precious Green Belt and not have concrete poured over it and turned into a Park and Ride.

Cator Lane - Flooded Again!

Prolonged overnight rain saw the Bramcote Lane Open Space and Cator Lane flood for the 3rd time in 11 days. The weather forecast predicts more rain on the way. For todays pictures click here ...

Heavy Rain Sees Cator Lane Flood Again

Only one week on since the last flood, Cator Lane succumbed again today at approximately 2:45pm. The road was closed yet again as the fire brigade pumped the water away. How much does each visit cost the taxpayer? Severn Trent were called but haven't given a response as yet. The buses were re-routed for several hours on to School Lane. The flood level was not quite as high as last week; The fire brigade were in attendance just as the flooding was starting to hit Cator Lane. No More Trams???

An article from today's TimesOnline states "Leeds yesterday won funding for a 12.5mile (20km) trolleybus network, including a city centre loop, routes to Headingley and Stourton, and a service to new development in the east of the city. Other cities, including Sheffield, are also considering trolleybuses after the Department for Transport refused to support new tram lines or extensions to existing lines."

Proposed Tram Route and Cator Lane Floods Again

The sudden heavy rain caused yet another flash flood directly where the proposed tram route crosses Cator Lane and starts along the Open Space towards Bramcote Lane. The road had to be closed off so traffic was not allowed through. Of course, the buses that run along Cator Lane, the 36 and the 18, were easily re-routed. Objections by Email

If you have sent your objection by email to the DFT you will not receive a receipt by email; you will be sent a letter by 1st class post instead. The letter will contain an indication that your objection has been received and your objection will have been given an identification number. Due to the high influx of objections, letters are being sent out within one or two days of the receipt of emails.

Response from the DFT on Procedure

Dear Sir,

Thank you for your e-mail of 3 June.

I can confirm that it is in order for people who have already made representations about a TWA Order application within the initial 6 week period to submit further written representations later on, regardless of whether or not they wish to take part in a public inquiry. Indeed, our normal practice when announcing that an inquiry is to be held is to inform those who have not indicated a wish to take part in the inquiry that it remains open to them to add to their representations should they so wish. This should be done before the inquiry opens.

The purpose of asking people to let us know at this early stage whether they want to take part in any inquiry is, partly, to help us decide whether an inquiry should be held and, partly, so that we can identify all those who would need to be involved in the process of providing details of inquiry evidence before the inquiry opens. This helps to ensure that we can operate the inquiry procedures efficiently - it is not intended in any way to exclude people from the process of considering applications. I hope this helps to clarify the situation.

Letter to the DFT on procedure

Dear Sir/Madam,

As the MP for the area most involved in one of the extensions, I will be submitting evidence in the next couple of days. However, I would like to raise a procedural question. Those who have already submitted views have received a briefing explaining what happens if they wish to give evidence at the enquiry, including the opportunity to expand on their views. However, it appears that unless people indicate their wish to appear in person, no further submission will be accepted? This seems unexpected, for those of us who have been involved in other types of inquiry.

It would be helpful if you were able to give three options:

  • (a) to appear at the enquiry
  • (b) to submit further written evidence by a date that you specify or
  • (c) to make no further comments.

It would be reasonable for (c) to be the default, so long as people have option (b). This would avoid the need for people who want to submit further evidence but don't want to appear in person from taking the circuitous route of first saying they intend to appear and then 'changing their minds', as I know some are now thinking they have to do.

I'd be grateful if you cvould clarify this point so that I can advise constituents accordingly.

A Big Thank You ...

to all the people who attended the meeting, especially those who donated to the funds. Hopefully, you found it a useful meeting - please let us know.

You very kindly donated £327.66 which will help keep the group going. Just to give an idea of costs - the school hall cost £64 and print costs for the meeting notices and letters another £50.

BCT Requests Documents Should Not Be Removed

BCT (Better Community Transport) has sent a letter to The Chief Executive of Nottinghamshire County Council requesting that the Environmental Statement and other documents for tramway Phase 2 should not be removed at the end of the six-week objection period for the following reasons.

"We and others will probably need to read parts of them again when it comes to supplementing our objections with Statements of Case. We may well need them again also in preparing our verbal presentations to the public enquiry,and possibly even during that enquiry"

Information Received in Replies from DFT

The minister deciding this application is likely to be Stephen Ladyman

A decision on whether to hold a public enquiry is normally made within 28 days of the end of the objection period.

You have 2 weeks to let them know if you would like to appear at a Public enquiry or hearing.

Your letter of objection will be sent to the Inspector appointed to conduct the inquiry.

According to the booklet received with replies, if you decide to appear at an inquiry, you have to provide a written "statement of case" within 6 weeks (or any longer period the Sec may allow).
